What obligations does the law impose? From when?

Since 01/05/2024

  • you register your business as a 'last-mile' carrier and you pay a one-time fee. This notification must be made via the online service. Please log in with the button ‘My BELparcel’. You can consult the up-to-date list of registered last-mile carriers on this website.

Since 13/05/2024

  • you appoint a coordinator to look after the rights of your parcel delivery workers.

Since 01/07/2024

  • you will have to pay the minimum remuneration.

Since 01/08/2024

  • you comply with the obligation to report on your delivery activities every six months. In practice, this means that you are required to submit your report for the previous half year by 31 January or 31 July.
    Empty report: as a parcel delivery service, you must always submit a report. This also applies if you have no activity to report for a period. You will then need to submit an empty report.
  • you start recording the delivery time of your parcel delivery workers.
    For the time being, this obligation will not be implemented.

Since 13/11/2024

  • the coordinator appointed by you will draw up an initial version of the due diligence plan. He will review this plan annually. At the moment, this is not possible. This obligation was postponed until at least November 2025.

From 01/04/2025

  • you will have to provide information on all clients and subcontractors you are working with.

From 01/07/2026

  • you will comply with the maximum permitted delivery time for your parcel delivery workers.
