What does the obligation to register parcel distribution time mean?
Registration of parcel delivery workers’ parcel distribution time is a legal obligation that helps monitoring minimum remuneration for parcel delivery workers in a fight against social exploitation. All companies subject to the Parcel Delivery Act are required to fulfil this obligation.
Exception: The obligation to register parcel distribution times does not apply if parcels are delivered in Belgium with a vehicle subject to the mandatory use of a tachograph and compliance with driving and rest periods, in accordance with Regulation (EC) No 561/2006 of the European Parliament and of the Council of 15 March 2006.
What information is required?
The registration of parcel distribution time has to include the following information:
- The parcel delivery worker’s SSIN number
- The parcel delivery worker’s social status (quality): employee or self-employed person
- The CBE number of the parcel delivery service
- If the parcel delivery worker is employed, their employer's company number.
- If the parcel delivery worker is self-employed, his own company number.
- The place where the parcel delivery services start and end, in the form of a location or address
- The means of transport with, if available, the licence plate number or other identification data of the means of transport
- Per day, the time of each start of the parcel distribution time per principal
- Per day, the time of each end of the parcel distribution time per principal
How to register the distribution time?
You carry out time registration using a time registration system or another automatic method of time registration. From 1 April 2025, time registration will no longer be possible for the time being. Further information will follow shortly.
Quick application for a SSIN number as a foreign parcel delivery worker
When registering individual parcel distribution times, each parcel delivery worker must be identified by their ‘Social Security Identification Number’ (SSIN). This SSIN is:
- the national registration number for Belgian residents
- the BIS number for persons not residing in Belgium
