What does registration of parcel distribution time mean?
Registration of couriers’ parcel distribution time is a legal obligation that helps monitoring minimum remuneration for couriers in a fight against social exploitation. All companies subject to the Parcel Delivery Act are required to fulfil this obligation.
Exception: The obligation to register parcel distribution times does not apply if parcels are delivered in Belgium with a vehicle subject to the mandatory use of a tachograph and compliance with driving and rest periods, in accordance with Regulation (EC) No 561/2006 of the European Parliament and of the Council of 15 March 2006.
What information is required?
The registration of parcel distribution time has to include the following information:
- The courier's SSIN number
- The courier's social status: employee/self-employed person
- CBE number (Crossroads Bank for Enterprises):
- If the courier is employed, their employer's company number.
- If the courier is self-employed, his own company number.
- Location of the departure and arrival points of the parcel delivery services, indicating the addresses.
- For each client, the start time of parcel delivery.
- For each client, the estimated end time of parcel delivery.
- The moment parcel delivery time is registered. Enter the time registration before the courier starts the round. You can change the registration up to eight hours after the end time you originally entered.
How to register the distribution time?
In the initial phase (August 2024 - April 2025), registration of parcel distribution time can be done using the BELparcel online service. Nonetheless, companies that meet all the requirements stipulated by the law may choose to use their own electronic time system for time registration and store the data locally.

When registering individual parcel distribution times, each courier must be identified by their ‘Social Security Identification Number’ (SSIN). This SSIN is:
- the national registration number for Belgian residents
- the BIS number for persons not residing in Belgium
